Euro zone won't last in current form, will be smaller: Slovak PM

BRATISLAVA (Reuters) - The euro zone will not survive in its current form and one or possibly two countries will be forced to leave the currency bloc because they will be unable to meet their commitments, Slovak Prime Minister Robert Fico said on Sunday.

"I think the time will come when it will be clear that some countries are not able to deliver when it comes to fiscal consolidation and commitments and that one or maybe two countries will not be part of the euro zone in its current form," he told Slovak TV channel Markiza.

When asked if one of the countries that will be forced to leave was likely to be debt-crippled Greece he said: "Yes, Greece for example."

"I think that the euro zone will no longer function in its current form."

Fico said he believed that Greece was already struggling to satisfy demands from international lenders.

"I think Greece is not meeting its commitments. It is asking for more and more exceptions, more time to deliver on commitments it has made, and it will be right for major euro zone countries to take a stance how to deal with Greece.

Dragon Soul Wielders

While Power Wielders are those that have been passed on the ability to use one of the forces that make up the world at their will, a Dragon Soul Wielder is much more then just that. They have been given the very Soul of one of the 10 Dragons that sacrificed themselves to seal the Chaos Dragon that went rampant on the world, giving them not only a strong version of the Force the Dragon was in charge of, but also the very might of the Dragon itself. Gifted with such a power, they are born with a special mark on their body that stands as proof of their power.

These marks would resonate a bit when sensing a nearby new Dragon Soul Wielder in order to aid them seeking others like them. But just having the Dragon Soul and Mark doesn't instantly give them the great power they are meant to have. For a Dragon Soul Wielder to truly unlock their true potential they have to bond with the very Dragon Soul itself. A task that can only truly be done by realizing the connection that the Wielder bears with the Dragon Soul, seeking and finding that link between them and accepting that they are indeed one in the same.

Only when the Wielder learns this does he or she unlock the true power of the Dragon Soul at it's full potential, combining with the Soul in both body and mind.

The Dragon in charge of watching over the Light Force in the world of Elendia. Using her holy rays of light, she makes sure to spread peace through the lands and to bring about the light of day. A motherly personality, she was even said to be the one of reason among the dragons, working to keeping the others in line. Peace full in nature, she seeks out other means to resolve a situation, leaving fighting as a last resort. During the fight against the the Demon Fox, she fought along the Dark and Chaos Dragons to defeat it after the rest sealed each of it's tails away.

The Dragon that watches of the Dark Force all across Elendia, bringing about the sheet of night. Keeping watch at the negativity that is able to corrupt other living things, he knows well of the darkness in other things and works hard to keep it from expanding. Cause of this, he was known to be very serious at times, hardly speaking with the other Dragons unless it was truly needed. Nonetheless, his devotion to keeping the Dark Force in balance made him trustworthy among the rest. Despite being of Dark, he was proof that there can be even a faint light in the darkest person. Having fought the Demon Fox along Light and Chaos Dragon, he had a strong trust with them then the others. Even to this day, his soul believes that there may be a chance to free Chaos Dragon from his torment.

The battle loving Dragon that commands the Force of Fire. Of all the Dragons, none was more of a battle type then him. Having the burning desire of challenging fights, he would always try to challenge the others for fun if he ever got bored. But even being a fan of battles, he still held onto his honor as a warrior close to himself. With his mighty flames, he was known to burn all evil to ashes as that same destructive flames also brought warmth to the land, protecting it.

Bringing life to the waters, he was the protector of the Water Force. Having rough times with the Fire Dragon, them two would always have issues with one another, many of which end up with a fight among the two of them. None the less, like Fire Dragon, he still keeps his honor. Much like the ocean, he can be calm and respectful, but when pushed to far he can show the fury of a stormy sea in almost an instant.

The largest and gentlest of all the dragons, the Earth Dragon, while having the strength to move mountains alone, calmly watched the Earth Force. While he was unmatched by the others in strength, he always other methods then relying on his strength to solve problems. Having lived longer then the others, he was also known to be wise, giving advice to the other Dragons in times of need.

The youngest of the Dragons, she watched over the Wind Force as she fly's through the sky like the wind with her great wings. While she was one of the powerful Dragons, since she was the youngest, she still tended to be inexperienced. But that didn't stop her from proving herself in the times of need a number of times. Mainly being in the sky, it was rare to ever see her on land.

The Dragon that watches over the Lightning Force mainly lived far up in the clouds, traveling with storms as lightning erupts from his body. Being a bit of a loner, he only visited the other Dragons when he had to. But even though, he had a tendency to appear when he was needed most in a bolt. Even though he was a loner, he was still a supportive one.

The second youngest of the Dragons, he's a bit silent showing action more then words. Watching over the Force of Ice, he would balance the cold through out the land from the frozen arctic. It is said that when he and the Wind Dragon would get together to play, it would bring about the snow storms. He would also try and make sure the Wind Dragon would stay out of trouble when they played.

The most caring of all the Dragons, it was always rare to see her fight. She would guard the wildlife like a mother guarding her young as she also watched over all plant life as well that were part of the Wood Force. While she was very peaceful, her motherly wrath was one to be reckon with. Always one to help the other Dragons if problem rose.

With that task, he worked with the other Dragons in bringing new life through the land. Social and caring, he was one of the first Dragons to accept the others like a sort of family.

New Study Estimates the Annual Cost of Crime to be $3.2 Trillion

?The Cost of Crime,? a new study by David A. Anderson, Centre College?s Paul G. Blazer Professor of Economics, quantifies the burden of crime by estimating the annual cost of crime in the United States.

?The Cost of Crime,? a new study by David A. Anderson, Centre College?s Paul G. Blazer Professor of Economics, quantifies the burden of crime by estimating the annual cost of crime in the United States.

The study appears in Foundations and Trends in Microeconomics, Vol. 7: No 3.

Many studies measure crime by looking at raw numbers of thefts, murders and other criminal activities. Anderson warns that these numbers can be misleading, especially when the number of crimes goes in one direction while the severity of crimes goes in the other. For example, Anderson notes that ?a recent decrease in the number of thefts was accompanied by such a large increase in the average amount stolen that total victim losses actually increased.? Anderson says that scale issues make cost a better gauge of crime?s burden than counts of crimes.

Studies that do look at the cost of crime tend to focus on direct costs?dollars worth of stolen items, policing costs and the cost of the prison system. Yet Anderson finds that most of the costs of crime are indirect and include the opportunity cost of time, the costs of fear and agony, and private expenditures on crime prevention.

?When we consider the time and money spent locking things up, installing security systems, purchasing protective firearms, and providing medical care for victims,? Anderson says, ?the full cost of crime is revealed to be much larger.?

This is Anderson?s first study on the topic in 13 years. His 1999 study found the annual cost of crime in the United States to be $2.4 trillion (in 2012 dollars).

?The the annual cost of crime in the United States for one year is now about $3.2 trillion dollars, which is roughly the combined cost of the wars in Afghanistan and Iraq from 2001 to 2011,? Anderson says. ?We spend $2.7 trillion a year on health care. The burden of crime exceeds that by half a trillion dollars.?

Quantifying these enormous costs, Anderson says, provides a strong rationale for prioritizing activities that deter criminal activity, including increasing the presence of law enforcement officers and improving education efforts and social programs.

Mich. senators draft new law if voters say no

LANSING, Mich. (AP) ? The leader of the Michigan Senate said he and fellow Republican colleagues are armed with a proposal to replace the state law that lets emergency managers take over local governments in the event voters strike it down in November.

The behind-the-scenes effort, which doesn't appear to involve Republican House leaders or GOP Gov. Rick Snyder, aims to keep a form of the contentious law on the books while acknowledging some of the critics' concerns, which include that it takes too much power from local leaders struggling with budget deficits.

Senate Majority Leader Randy Richardville told The Associated Press on Thursday the move is not an admission that the current law is flawed, but the new draft takes those concerns into account. He said he couldn't provide details about the alternative bill because the draft is under legal review.

"If something happened like that bill was overturned, I think the Legislature would have to be ready to respond and to still deal with the emergency," Richardville said. "You can eliminate the financial manager from the emergency financial manager legislation, but you can't remove the emergency."

The legislative tinkering is the latest twist in the battle over the law that went all the way to the Michigan Supreme Court last month. The state's highest court ruled a union-backed referendum to repeal the law can go on the ballot in November.

The law passed last year by the Legislature and signed by Snyder allows the governor to appoint people to run cities and school districts that are broke. Managers have sweeping authority to cut spending, sell assets and tear up contracts without the approval of elected officials.

The law has since been suspended until the election and replaced by the previous public act that gives emergency managers fewer powers. But that's also being contested ? a lawsuit was filed this week by civil rights lawyers that claim the "old law is dead" because there is no legal framework to support it.

Emergency managers are operating in Benton Harbor, Flint, Pontiac and Ecorse, as well as in school districts in Detroit, Highland Park and Muskegon Heights.

Richardville said a replacement will be needed if the law is struck down.

"It's certainly a priority to make sure we help these communities out," he said. "We've had some real concerns that people in these communities could go without crucial services unless somebody was in there and given authority to fix things."

Meanwhile, a spokesman for Republican House Speaker Jase Bolger said that chamber's Republican leadership isn't working on a replacement bill and declined to speculate on whether it would also become a priority for the House if the law is repealed. Still, spokesman Ari Adler said Bolger is concerned about what happens to communities with financial emergencies if the law is repealed.

"Speaker Bolger supports Proposal 1, but ballot proposals are a time when voters have their chance to speak directly and it's important for legislators to listen to what they say with their votes," Adler said.

Likewise, Snyder is instead focusing on "making the strong case for why Public Act 4 is a critical and necessary tool," said his spokeswoman Sara Wurfel.

"We have an obligation to ensure continuity, prevent chaos and ensure health, safety and welfare of citizens, but can't work in hypotheticals and will have to cross that bridge if and when we come to it," she said.

Robert McCann, spokesman for Senate Democratic Leader Gretchen Whitmer, said Democrats would prefer a bipartisan approach "rather than an end-around" by Republicans.

"They haven't shown great concern for community input up to this point," McCann said. "If this one is different, I think it would be a step in the right direction."

The Michigan Legislature has one session scheduled in October then doesn't reconvene until after the Nov. 6 election.

Updated at 8:59 a.m. ET: ATHENS, Greece --?Demonstrators wearing helmets and gas masks and armed with sticks clashed with police in the Greek capital on Wednesday, as a general strike was held to protest the government?s austerity drive.

Riot police fought with the protesters wearing the black clothes favored by anarchist groups for about 45 minutes in the central Syntagma Square, letting off tear gas in an attempt to disperse the crowd.

The demonstrators let off flares and a tent in the center of the square advertising an air show was set on fire.

The anarchist group appeared to be trying to cause as much damage in the square as possible.

There were also violent clashes between anti-austerity protesters and riot police in Spain on Tuesday. Police there told The Associated Press that 38 people were arrested and 64 people injured when officers clashed with protesters demonstrating against cutbacks and tax hikes.

Several thousand people converged on the Spanish Parliament building in central Madrid where more than 1,000 riot police blocked off access to the building, forcing protesters to crowd nearby avenues.?Police baton-charged protesters at the front of the march and some demonstrators broke down barricades and threw rocks and bottles, the AP said. Reuters reported that police fired rubber bullets.

In Greece, perhaps the country worst-affected by the crisis, workers walked off their jobs for the first general strike since a coalition government was formed in June.?

The Greek government is struggling to push through more punishing austerity measures demanded by the country?s creditors.

'Only the beginning'
Initially, Syntagma Square was peaceful as tens of thousands of protesters arrived to the sound of drums. There were many elderly and middle-aged people and mothers with children among the crowd.

The strike was called by the country's two biggest unions that represent half the workforce.

"We call on everyone to take part in the strike and resist the austerity measures that hurt Greek people and the economy," Despoina Spanou, of the ADEDY labor group, said.? "This strike is only the beginning in our fight."

'It is virtually impossible to find a job': Brain drain is new Greek tragedy

Much of the union's anger is directed at spending cuts worth nearly $15.55 billion over the next two years that Greece has promised the European Union and International Monetary Fund in an effort to unlock its next tranche of aid.

While Greece gears up for more protests against austerity cuts, the health care system is in tatters with little cash for drugs or doctors. ITV's James Mates reports.

The bulk of those cuts are expected from slashing wages, pensions and welfare benefits, heaping a new wave of misery on Greeks who say repeated rounds of austerity have pushed them to the brink and failed to transform the country for the better.

A survey by the MRB polling agency last week showed that more than 90 percent of Greeks believe the planned cuts are unfair and burden the poor, with the vast majority expecting more austerity in coming years.

With Greece in its fifth year of recession and no light at the end of the austerity tunnel, analysts warn that Greek patience is wearing thin and a strong public backlash could tear apart the weak conservative-led coalition.

During the protests in Spain Tuesday, people chanted outside the parliament, "Let us in, we want to evict you.??

Evictions have soared in Spain as thousands of people have defaulted on bank loans.

Protesters said they were fed up with cuts to public salaries and health and education. They are also angry that the state has poured funds into crumbled banks while it is cutting social benefits.

"My annual salary has dropped by 8000 euros and if it falls much further I won't be able to make ends meet," Luis Rodriguez, 36, a firefighter who joined the protest, told Reuters. He said he is considering leaving Spain to find a better quality of life.

"We're protesting against the cuts. I've had to give up my apartment," said Ondina, a 30-year-old fine arts graduate who is without a job. She said she can't survive on an unemployment benefit of $340 a month.

With this year's budget deficit target looking untenable, the conservative government is now looking at such things as cuts in inflation-linked pensions, taxes on stock transactions, "green taxes" on emissions or eliminating tax breaks.

Spain, also badly hit by the euro zone debt crisis, has been hit by a second recession since 2009 that has put one in four workers out of a job.

Renoir artwork from flea market now thought stolen

WASHINGTON (AP) ? The Renoir painting that caused a sensation when it was bought at a flea market for $7 may have been stolen from a museum six decades ago, and an auction house has put its sale on hold.

The planned Saturday auction was canceled Thursday after a reporter for The Washington Post discovered documents in the Baltimore Museum of Art's library showing that the painting was on loan there from 1937 until 1951, when it was stolen.

The Impressionist painting, whose title translates as "Landscape on the Banks of the Seine," was purchased two years ago at a West Virginia flea market. The buyer, a Virginia woman who has not revealed her name, took it to auction house The Potomack Co. in July, and experts there confirmed it was by the French master Pierre-Auguste Renoir. The frame of the painting includes a "Renoir" plaque.

It had been expected to fetch $75,000 or more at auction.

"Potomack is relieved this came to light in a timely manner as we do not want to sell any item without clear title," Elizabeth Wainstein, the owner of the Alexandria, Va.-based auction house, said in a statement.

Potomack and museum officials have notified the FBI about the theft, and an FBI spokesman said the bureau was investigating.

The documents uncovered by The Post in the museum's library indicated that the painting was part of the collection of Saidie May, a major donor to the BMA. It was reported stolen on Nov. 17, 1951, according to the documents, although there is no known police report and the painting does not appear on a worldwide registry of stolen art.

The reported theft occurred shortly after May's death, and the painting had not yet been formally accepted into the museum's collection, which is why museum officials did not initially realize it had been there, BMA director Doreen Bolger said.

"We were caught by surprise," Bolger said Thursday.

Bolger said she would be happy to show the painting again if it is ultimately returned to the museum.

"As this unfolds, we'll find out more about the ownership of the painting," she said. "If the painting is ours, we would be pleased to have it on view."

Google has shipped a new version of its YouTube app that brings the preloading feature we saw arrive on ICS and above devices back in June to Gingerbread and Froyo. You'll still have to be online to watch preloaded videos from your subscriptions or watch later list, but they precache while you're on WiFi and plugged in so you don't have to wait through buffering to show someone Gangnam Style at the bus stop. Otherwise, the initial Watch page has changed slightly, there are more channels in the Channel Store and you can also queue up videos to play later on any YouTube-enabled TV device you've paired with your mobile.

Robinson & Cole LLP has leased 18,478 s/f ? the entire 20th loor ? at the Chrysler East Building, 666 Third Avenue in Midtown.

The law firm, which has called 11,864 s/f at 885 Third Avenue home for the past nine years, will relocate its New York office in 2013.
Studley executive managing director Greg Taubin and senior managing director Craig Lemle, along with Andy Filler of RM Bradley, advised Robinson & Cole on its new long-term lease transaction.

?We first began advising Robinson & Cole 36 months in advance of their 2013 lease expiration and fully engaged the marketplace 18 months ago,? said Taubin.

?During that time, we evaluated numerous alternatives and were close to making a decision when we uncovered a future availability in the Chrysler East Building. The building and space fully satisfy the law firm?s overall real estate requirements.?

The next generation of consoles from Sony and Microsoft haven't even been announced yet but their best competition may be from your cable TV / internet provider, according to a report from Bloomberg. The only-too-eager-to-talk people familiar with the matter named AT&T U-Verse, Verizon FiOS and Time Warner Cable as services preparing tests before the end of the year with general availability planned for 2013. Comcast and Cox were also name dropped as potential candidates to bring console-quality HD games directly to customers, based on tech from startups like Playcast, CiiNOW and Agawi. Of course, while we've seen this sort of setup before (as seen above, check out an awesomely 90s Sega Channel ad after the break) and recently from OnLive and Gaikai, cloud gaming has yet to catch on in a major way. Whether this potential approach is all smoke or will actually turn into reality has yet to be seen, but after TV Everywhere we wouldn't be surprised to see providers toss in gaming as another incentive for subscribers not to cut the cord.
